SharpCap will tell you the Cooling Power Percentage necessary to reach your -20*C Setpoint. If you are running the Cooling at 100%, then you ARE setting yourself for a Large Power Draw(12V @ 2A). What Camera Control Software are you using??
Have you Enabled Cooling in that Software?? And set a Temperature Set-Point??Other than powering the Fan, nothing happens until the Software tells it to do so (else you could FRY a TEC if it were simply Full-ON from the Start).

You may need to Throttle your USB3 Throughput a bit in SharpCap.
It seems that most of the ZWO USB3 Cameras are capable of saturating a USB Port on the average PC...

The best 1st effort is to use a Photographer's Bulb Blower to see if you can dislodge the dust and get it out of the Imaging Cavity.
Don't use any kind of Canned Air - they contain Oils and other Liquid Chemicals!!

Cameras such as the ASI224MC are quite capable at both Video and Stills - so much so that they can do "Amazing Things" using either method. The general rule of thumb is that you should use Video for bright Planets and Lunar Imaging; and should use Still Exposures for DSO Imaging. However, in reality...

The USB it´s OK. Mouse, keyboard, webcam, ... , and other equipment work properly in it. Those are USB2 Devices. Have you tested this Laptop USB3 Port with actual USB3 Devices?? Have you tested with other USB3 Cables?? Between Camera and Hub or between Hub and Laptop?? Is this the SAME Laptop, just...
